Ash Grove Cement’s tire-burning rate can’t rise, Duwamish River Community Coalition says after two-year challenge

After a two-year community challenge, the Puget Sound Clean Air Agency has reinstated a 30% cap on tire burning at the Ash Grove Cement plant in West Seattle, preventing the facility from increasing its rate to 43% of total fuels. Testing in June 2026 showed increased cadmium emissions from the higher tire-burning rate, prompting PSCAA to reverse its decision. The Duwamish River Community Coalition and Front and Centered have dismissed their appeal following this outcome.
